US COAST GUARD AND TATTOOS POLICY?

I talked to my local recuiter about it and sent him pictures of my tattoos and he said that they have a 25% rule and pretty much blew me off. well i looked at the air force and they have the same policy and they was going to except me. I was just wondering if the recuiter was being a butt to me or what. my tattoos i have is one on each forearm.
