antibacterial hand gel kills 99.9% of bacteria, whats the 0.1%?

I work in a elderly care home and constantly use antibacterial hand gel.
I know it kills germs but what is not killed by it? what is that 0.1%?
I no it cant stop aids, HIV, Hepititus (viruses) is that the 0.1%?
