What is my pants size in womens, if my hips are 32in and my waist is 30in?

I need new pants and i'm looking at charts and it says if my hips are 32 in I should wear a 0!
But it says if my waist is 30 in I should wear a 11!
I'm not an hourglass!
Please help, I'm so confused!

my guess would be 10-12 range depending on style of pants
