bases loaded, batter walked, runner on 3rd forced home, doesn't touch plate, can he...?

...be tagged out?
this is in a little league game. The runner at 3rd was forced to go home but neglected to touch the plate. The catcher then "tagged" him out. I am curious because I can't see how you can get an "out" on a forced walk home.

Of course they can not be tagged prior to getting to home, but once they cross home plate, if they haven't touched the plate, they can be tagged out.
