Unlike women's clothing, menswear is based on actual measurement instead of a created numbering system, so a 38" chest is 38inches anywhere. As far as the R goes, that's the length, so based on an assumption of average height. I find the variation between manufacturers is greater than the variation between countries. Best thing is just to try them on!
