
Which drum should I get out of these?
I am a beginner drummer, and Im gonna get my own drum set. My mom wants something cheap and good quality. These are my two options, but my mom is more for the first. (By the way, Im a short teenager, so I want something I can reach.)

Although I agree with your mum's criteria, I cannot say I like either of those two choices. They both look too down-level. For $600 (U.S.) you could still do better (minus cymbals and some hardware). Before you choose a kit from ebay, go in person to a drum shop. A local one or maybe Guitar Centre. Even if you would have to travel a ways from home, it will be well worth it to see a good selection face-to face.
Since you mention your height, you really need to sit on the throne and get comfortable behind a real live kit. No online shopping can ever give you that. This is especially important for a first-time drummer. Any good local drum shop will be happy to help you pick out a first kit. A used kit will be good for you too, but you do not have the experience to select a good one for a good price yet.
