is There Any Difference Between Toning Lotion And a Toner?
I don't think there is a difference in use only in texture.
I'd expect the toning lotion to be thicker than a regular Toner which is watery.
They are good to use as they remove residue from washing (think of the ring in your bath tub).
Just use one that is gentle and has no alcohol (which is much too strong).
Also, use 100% cotton balls or pads to apply it as the other kinds can scratch the skin. To conserve on the amount used, first wet the cotton ball/pad and then wring the excess water out before applying the toner. That way, the pad won't soak up more toner than you'll use on your face.
